Find a line going through the point
(0, -7/5) and perpendicular to the equation 3x - 2y = 6.

3x - 2y = 6

-2y = -3x + 6

y = (3/2)x - 3

The slope of the equation we seek must be the negative reciprocal of (3/2), which is -2/3.

So, m = -2/3

Use the point-slope formula. See the picture.
