The slope of the line parallel to another line is the same as that of the other line. Therefore, the slope of the parallel to y= 1/5x-1 is 1/5.

Using the point slope from, y-y1= m(x-x1)
Where y-1 and x1 are points from giving coordinate pair (x,y) that lies one the line, and m is the slope.

Plugging in 1/5 for m, -10 for x1 and -3 for y1:

y-(-3)=1/5(x- -10)
y +3 = 1/5x+2
y=1/5x-1
