Answer: The Elders socially condition the population. They do not want too much parental time so that they (the Elders or the state) can condition children in order to control them. Biological children create too much of a bond with parents: perhaps more of a bond than the state can control. Non-biological children provide a buffer so the state can better control both children and parents. Both parents work outside the home family home because they were given a job.
