A line has an equation [tex]y=mx+n[/tex] you have [tex]x=0,y=6,m=-\frac{2}{3}[/tex] so,

[tex]6=-\frac{2}{3}\cdot0+n\implies n=6[/tex]

and the obtained equation is,

[tex]y=-\frac{2}{3}x+6[/tex]
