He starts at -184 ft (since he is below the surface) and then goes up + 53 ft putting him at -131 ft.
-184+53=-131
Then he goes down another -168 feet to -299 ft.
-131-168=-299

So, he is currently at -299ft, or 299 feet below the surface.

Given,

A miner is working 184 feet the the surface of the earth.

To get a tool , he climbs 53 feet.

And then descends 168 feet.

His current elevation below the surface of the earth

= (184 - 53) + 168

= 131 + 168

= 299 feet
