I believe the answer is that Mazzini created Young Italy (Giovine Italia) to spread his ideals of a republic party, and to also liberate the separate Italian states from foreign rule and to create a independent unitary Republic. The main methods of doing so were through education, insurrection, and a moral based system based on Mazzini's own belief in God.
