Number with repeating decimals are irrational while terminating decimals are rational. This is because any number that can be expressed as a fraction/ratio is rational.
Examples:
8: Can be expressed a fraction/ratio
8/1; Therefore, rational.
3.1415...; Can't be expressed a fraction/ratio
Therefore, irrational.
