It was actually the newspaper that prompted the campaigns especially the anti-prostitution campaign. The urban environmental supporters wanted to make their cities more clean and safer for living. The lives of the prostitutes and the harsh conditions they lived in were exposed by the newspaper which led to the creation of the movement.
