Basically, here are the steps from bill to law. In the House, any member may introduce a bill by dropping it into a box, called a hopper.

Although anybody can come up with ideas for a new bill, only Congress members can introduce them. Any time that the House is in session is when members of Congress can formally introduce a new bill.
