First, as frequency is (1/s), we need to convert time into seconds:
Time = 1.0 minute =  60 seconds.

Frequency of 9.5 waves = 9.5 / 60 = 0.158 Hz ≈ 0.16 Hz

So the answer is: 0.16 Hz!
