I believe the answer is: All of these non legislative powers dont want to ensure power concentrated into a particular group of political power
If all the political power is concentrated to one group, that group would be capable in creating any type of regulations that they please regardless of its effect to the well being of the citizens, and the country would fall into a tyrannical rule.
