Force = mass x acceleration (F=ma)  
When the parachutist reaches terminal velocity they are moving at a constant speed and no longer accelerating  so acceleration (a) would be  0

so F would also be 0 since anything multiplied by 0 = 0
 
this would also mean that Fdrag must exactly balance Fg
so  Fdrag would = -Fg, so Fdrag would be -850 N
